Description:  This position is responsible for the facilitation of Health Services of the Head Start / Early Head Start program. The position is responsible for collaboration on the development and implementation of the program, tracking and recordkeeping, community relations, and outreach. The position could involve the provision of direct services in the health areas only if the individual is licensed, certified, or registered as such in the state of service. This position provides content area training and technical supervision to other agency staff and ensures health services are supported by staff/consultants with training and experience in public health, nursing, health education, maternal and child health, or health administration.

Requirements:
Essential Job Responsibilities: 
• Responsible for the following:
  •  Monitors compliance with the Head Start Program Performance Standards and childcare licensing guidelines related to health and safety.
  •  Emergency Management System in collaboration with staff responsible for family and community partnerships.
  • Assists in developing a list of local health and related resources and defines procedures for effectively using these resources. Initiates and establishes working relationships with local providers through contractual agreements as appropriate.
  •  Develop and implement a plan and system to continuously monitor and evaluate program activities. Keep complete records and documentation of all contacts.
  •  Implements a system for tracking, monitoring, and analyzing health records and data to ensure effective health service.
Takes lead on the following:
  • Health Services Advisory Committee: Responsible for the planning, convening, and implementing policies and/or procedures of the semi-annual Health Services Advisory Committee meetings.
  • Identifies and is Knowledgeable of Health Resources: Establishes relationships and develops a thorough knowledge of health resources for families, including Medicaid, the state CHIP Program, state health services, and other community resources that assist families in establishing a medical home.
  • Establishes, Negotiates, and Monitors Contracts with Health Service Providers: Establishes contracts with health professionals to provide services to the Head Start/Early Head Start program in such areas as vision referrals, child health screenings/exams, dental services, mental health services, and others as necessary. Contracts may include consultants and/or volunteer services.
  • Health Education Curriculum: Responsible for assuring the program implements a developing developmentally appropriate health education curriculum in conjunction with the staff person responsible for early childhood education to ensure services for children and parents are integrated into program activities. Oversees child safety sections of performance standards, including fire drills, first aid kits, medication administration systems, and safety committee systems in collaboration with the staff person in charge of facilities.
  • Health Training: Establish a yearly system of training and health education for staff and parents, including CPR, First Aid, nutrition, child abuse and neglect identification and reporting, etc. Serves as the lead for the Health and Safety Committee
o Serves as Chairperson of the Safety Committee
  • Maintains up-to-date knowledge of Head Start Performance Standards, including specific knowledge of the Child Health portion of the Standards.
  • Oversees the screening, re-screening, and follow-up of all health services.
  • Participates in staffing of children and is responsible for all health recommendations, as necessary.
  • Assists in the development of protocols as necessary to support children and families.
  • Provides resource information to staff and families on an as-needed basis. Assists in providing current information for the Community Resource Guide.
  • Follows state and federal regulations regarding child abuse and neglect and maintains strict confidentiality of all information. Coordinates with family community partnership staff in this area to ensure that all staff know the system and have training.
  • Provide support to disabilities services staff as needed in the assessment process and follow up to assure that the special needs of each child with disabilities are met.
  • Arranges health services for Head Start/Early Head Start families in cooperation with other agencies/providers. Oversees referrals of parents and children to other agencies/providers as needed.
  • Arranges for specific health-related consultants to be available for staff meetings, parent training sessions, etc., as indicated.
  • Collaborates with early childhood education staff to facilitate the integration of health and inclusion activities in the classroom.
  • Works with staff to assist teachers in identifying children who show signs of health problems.
  • Regular and predictable attendance is a requirement of the job.
  • Provides information and support on providing health curriculum activities for children and families.
  • Understands, generates, and documents in-kind and other allowable costs applied toward the non-federal share requirement.
  • Attend all workshops and meetings as deemed necessary by the immediate supervisor.
  • Attends all required staff and parent meetings and activities.
  • Expected to be knowledgeable of the regulations associated with the prevention of occupational disease and injury, including the exercise of universal precaution and the prevention of contamination.
  • Positively promotes Head Start in the community
  • Monitors compliance with Head Start Performance Standards.
  • Assist in developing and implementing a Disability Service Plan that provides strategies for meeting the special needs of children with disabilities and their parents.
  • Make recommendations, review, and assist in distributing supplies and equipment for Disabilities and Mental Health.
  • Become thoroughly familiar with the MAP Head Start Employee Handbook: Human Resources Policies and Procedures, the MAP Head Start Operations Manual, and all other MAP HS Handbooks, manuals, and resources and adhere to them.
  • Performs other duties as assigned.
 
Active Supervision Duties
Applies anytime you are working with children:
  • Understands and implements all required policies and procedures related to the active supervision of children at all times, including:
  • Observation of the environment, evaluating that children have a place to play and can be observed and listened to at all times.
  • Continuously scan & count for children under care and report accurate numbers when asked.
  • Listen to children at all times to identify potential danger, like specific sounds or the lack of any sound that may trigger an action.
  • Develop knowledge of the children under care to anticipate their behavior, perform wellness checks, be proactive and avoid putting children in danger.
  • Collaborates with the Bus Driver to teach children the correct safety procedures for boarding and exiting a bus and the danger zones around the vehicle.
  • Checks independently from the bus driver that the bus is empty at the end of each run and that all children are accounted for.
  • Interacts with children throughout their time on the bus to extend and reinforce classroom learning.
  • Ensuring that indoor and outdoor equipment and facilities are clean and do not present any hazards.
  • Ensure that classrooms and centers are equipped with safety supplies that are readily accessible to staff.
