Description: Position Purpose: This position is responsible for family and community engagement and services, including social services, ERSEA, child files, volunteers, parent engagement, and fatherhood, and is the lead for child abuse and neglect-related activities. This position will provide professional expertise and management oversight for ERSEA, Parent Involvement, Family Support, and Community Engagement, ensuring that the agency complies with all regulations applicable to the Head Start Program Performance Standards and other regulatory entities. 
Essential Job Responsibilities:
• As the lead and in consultation with the other managers/specialists/coordinators: Monitors compliance with childcare licensing guidelines and the assigned Head Start Program Performance Standards.
o Establishes policies and procedures for the family and community partnership portion of the program that support the effective implementation of services to families.
o Establishes policies and procedures for the social services portion of the program with parents and staff that support the effective implementation of these services.
o Develops a system for the provision of case management and referral for social services to Head Start/Early Head Start families in cooperation with other social services, health, and mental health agencies and providers through community partnership agreements.
o Develops and implements a plan and system of continuous monitoring and evaluation of activities within the program to assure that family’s needs are being met (family outcomes).
o Sets up systems to direct services with families, including the Family Partnership Agreement process, case management process, and referral and follow-up activities. Ensures that staff understand and follow a family-strengths/family-centered practice.
o Establish relationships with community partners and identifies resources that can be made available to families. Initiates and tracks community partnership agreements. Establishes and monitors contracts for services (e.g., ABE/GED courses, food banks, clothing banks, child support enforcement, etc.).
o Works with the other managers/specialists/coordinators to develop a system utilizing a child tracking system for implementation of family partnership agreements and the tracking of referrals, individual contacts, home visits, and follow-ups (e.g., HSFIS, Child Plus, Child Tracks, File Tracks, etc.).
o Determines the collective training needs of the family services staff (case managers) and assists in development of professional development plans for all family services staff, coordinating a training schedule throughout the year.
o Works cooperatively with staff person responsible for health (child safety) for establishing an emergency management system in cooperation with the community.
o Responsible for 1302 ERSEA. Monitors waiting list and assures the list is viable each month. Ensures that the program is at full enrollment within 30 days of the start of program services and that all vacancies are filled within 30 days throughout the year. Ensure that data is correct and entered into the monthly enrollment report. Coordinates recruitment activities in the community.
o Monitors compliance with childcare licensing guidelines and the assigned Head Start Program Performance Standards.
o Establishes policies and procedures for the Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) portion of the program that supports the effective implementation of services.
o Responsible for meeting Head Start Performance Standards Part 1302, Subpart A. Ensures that data is correct and entered into the monthly enrollment report. Coordinates recruitment activities in the community.
o Works with the MAP staff to develop selection criteria appropriate for enrolling the most at needy families and children, including the recruitment and enrollment of children with disabilities to meet Head Start requirements of 10%.
o Supports staff in designing recruitment and communication strategies to ensure children are served during critical time periods.
o Supports staff in establishing relationships with community partners and identifies resources that can be made available to families.
o Continuously improves recruitment and enrollment to reach program goals. If the program is unable to reach targets mid-year/season, write and submit a program waiver for MAP and OHS approval.
o Provides input into any community assessment activities; may lead as necessary.
• Develop and/or maintain, revise as appropriate, the agency’s ERSEA policies and procedures.
• Design, monitor, and evaluate the ERSEA system for processing enrollment applications, including determining eligibility and selection criteria.
• Oversee processing applications for compliance with prescribed Management Systems, accuracy, and timeliness.
• Monitor daily to ensure compliance related to funded enrollment, slot tracking, and attendance; submit monthly reports to the Compliance Officer for submission to the HS Enterprise System.
• Provide information, referrals, and coordinating efforts to link staff and families to appropriate community resources.
• Develop and maintain policies and procedures in specialty areas; update as appropriate to keep agency standards of operations in compliance with local, state, and national guidelines.
• Establish and maintain relationships and collaboration with medical and dental communities and other community agencies and partners.
• Prepare and distribute timely reports and tracking regarding ERSEA updates.
• Using a Multidisciplinary team approach to develop and provide health and nutrition services to children, families, and staff.
• Serves as the contact for designated social service partners, continuing to further develop and nurture collaborative relationships.
• Serves as the lead and key coordinator for the child abuse and neglect (CA/N) reporting system.  Ensures that other staff are aware of and trained on child abuse and neglect identification and reporting laws. Responsible for updating and coordinating with the local child protective services agency to clarify a system for identifying and reporting suspected CA/N and to follow MAP Head Start protocols for training staff and parents on at least an annual basis
• Keeps up-to-date and knowledgeable of Head Start Performance Standards and related regulations, with specific knowledge of Eligibility, Recruitment Selection, Enrollment, and attendance.
• Acts proactively in forming partnerships and collaborating with community agencies to develop a “seamless” system of services for families. Attends community networks and other community organization meetings to share information and establish linkages.
• Works closely with other managers/specialists/coordinators and other agency staff, parents, and specialists/consultants to support arrangements for identification, referrals, parent permission, confidentiality of records, evaluation, and individual program planning for children with special needs.
• Coordinates and participates in regular team staffing of children and schedules and facilitates any special meetings related to child staffing, as necessary to support participation in the classroom.
• Attends home visits, parent conferences, and/or IEP/IFSP meetings when necessary or as requested.
• Observe children in Head Start/Early Head Start classrooms as necessary.
• Sets up systems for family services staff (case managers) to participate in regular (3 x per year minimum) staffing of all children (using the Child Profile form) and provide information needed to facilitate social services and other types of referrals, as necessary.
• Assists other managers/specialists/coordinators and teaching staff with the transition of Head Start/Early Head Start children to kindergarten, as well as children transitioning into Head Start/Early Head Start.
• Designs, implements and monitors the volunteer program to include the recruitment and training of parent and community volunteers for the program.  Works collaboratively with other staff to train on and distribute the MAP Head Start Volunteer Handbook.  Ensures that all regular volunteers have completed the appropriate paperwork and that records are maintained in a locked filing cabinet. Tracks volunteerism. Provides periodic volunteer training programs.
• Supports the center supervisors and classroom staff in ensuring Parent Committee activities and Family Nights are coordinated and offered monthly.
• Ensures that parents of participating children are offered substance abuse counseling if needed, including information on the effect of drug exposure on infants and fetal alcohol syndrome.
• Provides outreach and information in a language that the parents of limited English-proficient children can understand.
• Serves as the coordinator for care management services for families provided by the family services staff (case managers).
• Maintains team filing, tracking, and documentation systems.
• Maintains master documentation and follow-up on attendance records of children not present.
• Submits verbal and/or written reports to supervisor and/or Program Director on the area activities and status as needed.
• Monitors budget related to the social services and parent engagement areas.
• Oversees and updates all pertinent information in children's files in cooperation with the family services staff (case managers).  (Note:  family information (family files) may be contained in the child file)
• Conducts period regular review of child files and case reviews (as per administrative calendar).
• Set up systems for the tracking and case management systems of assigned team.
• Set up systems for family services staff (case managers) to develop individual training.
• Assists the staff person responsible for tracking data and providing accurate information for the annual Program Information Report (PIR) as well as for monthly program reports. Responsible for monthly enrollment report.
• Maintains records of all community partnership agreements, parent volunteer records, etc.
• Provides or arranges for training and technical assistance to staff and parents based upon pertinent issues/interests expressed in family profiles to include advocacy, family center approach, family literacy, self-sufficiency, child development, health, parenting skills, and other topics as identified.
• Assists in developing and scheduling family training sessions and attends as required.
• Acts as the direct link with family services staff (case managers) for assisting classroom and/or home-based staff with Parent Committees, socializations and center activities.
• Regular and predictable attendance is a requirement of the job.

Requirements:
Knowledge/Skills/Experience Required
• The minimum requirement is a Bachelor’s degree or higher, preferably related to one or more of the disciplines they oversee. Master’s degree in Psychology, Social Work, Human Services, Family Support disciplines, or related areas is preferred.
• One three of supervisory/management experience; five years is preferred. 
• Two years’ experience in case management is preferred.
• Considerable knowledge of social service delivery, community resources, requirements, and procedures is required. 
• Knowledge of program planning and supervisory techniques and practices. 
• Knowledge of family dynamics and strategies for male involvement. 
• Thorough knowledge of Head Start Performance Standards and best practices related to human services program service delivery. 
• Knowledge of family-centered practice.
 
Physical/Mental Abilities and Processes
• May be required to lift up to 50 pounds.
• May occasionally need to provide gentle physical restraint to children in compliance with Head Start Performance Standards.
• Travel by car, bus, airplane or train may also be required associated with attendance at conferences, meetings, and other duties carried out at distant locations in and out of state and in some cases where some overnight travel may be required. 
• Local travel in the middle of the workday will be required for the above, as well as site visits and home visits. 
• Some exposure to communicable diseases.
• Noise level in the work environment may be moderate to loud.
• Work is generally performed in a classroom setting or in an office environment, involving face-to-face communication.  
• Some evenings and weekend work required for events such as home visits, parent-teacher conferences, Parent Committee meetings, Family Nights, socialization, and other Head Start/Early Head Start activities, including social and community activities.
